Why keep a ledger at all.
Because numbers that are handed out casually stop meaning anything. If everything is a chapter then nothing is, and the device that makes this platform feel like a continuation rather than a gift shop evaporates within a year.
So there is a ledger, a named editor owns it, proposed names go into a queue with the grammar operation recorded, anything using register collision needs a second approver, and nothing auto-publishes.
That sounds like bureaucracy for a website. It is actually brand safety: an unreviewed gerund generator will eventually produce something that ends up in a newspaper, and it will do so at scale.
